The base tubes should detach from the body when you press the release button. If it does not detach, you will have to reassemble it. Once you have reassembled it, it should look like the picture below.
Reassembly and Cleaning The body of a Jumperoo is made up of two parts. The top tube and the bottom tube. You will need to remove both of these parts before you can start reassembling the jumpers. First, remove the two screws that hold the top and bottom tubes in place. These screws are located on the back side of each jumper. Next, unscrew the four bolts holding the front and back tubes together.
This will allow you to pull the tubes apart and clean them. Be careful not to damage the springs or other parts in the process. When you are done, clean the inside of both tubes with a damp cloth and a soft toothbrush. Make sure to get all the dirt and grime off of them as well.
