The area shall not be considered to be a “public park” or “recreation area” under this subsection if it is located in a county with a population of less than 500,000, unless the county board of county commissioners has adopted a resolution authorizing the creation or acquisition of public parks and recreation areas in that county.
If the resolution is adopted, it shall be effective upon adoption and shall remain in effect until modified or repealed by an ordinance adopted at a regular or special general election.
