If you leave food outside the refrigerator for more than 2 hours, do not refreeze it. If you purchase previously frozen meat, poultry or fish at a store, you can refreeze it if it has been refrigerated for at least one hour.

Why should you not refreeze fish?

“The bacteria were not able to grow at the temperatures we were using,” said co-author and University of California, Davis professor of microbiology and immunology, Dr. William Schaffner, in a press release.
